Property Manager
<p><strong>Job Overview</strong>: We are looking for skilled Property Managers to oversee the daily operations of our properties in Sacramento, including properties participating in LIHTC, HUD, and Section 8 programs. This role is offered on a contract or contract-to-hire basis, providing flexibility with the potential for long-term opportunities. The ideal candidate will have relevant property management experience, particularly with affordable housing programs, and a passion for delivering high-quality service. Certifications are a plus and demonstrate a commitment to professional growth.</p><p><strong>Key Responsibilities</strong>:</p><ul><li>Manage day-to-day operations of assigned properties, including residential, commercial, mixed-use, and affordable housing portfolios (LIHTC, HUD, and Section 8).</li><li>Oversee tenant relations, including leasing, renewals, conflict resolution, and ensuring tenant satisfaction, while adhering to LIHTC, HUD, and Section 8 compliance requirements.</li><li>Coordinate property maintenance, repairs, and inspections, working with vendors and contractors to ensure quality and cost-effectiveness, in line with affordable housing program standards.</li><li>Ensure compliance with local, state, and federal regulations, including fair housing laws, LIHTC guidelines, HUD regulations, Section 8 requirements, and Sacramento-specific ordinances.</li><li>Prepare and manage property budgets, collect rent, process Section 8 vouchers, and handle financial reporting for property owners and program administrators.</li><li>Market vacant units, screen applicants per LIHTC and HUD eligibility criteria, and execute lease agreements compliant with affordable housing regulations.</li><li>Maintain accurate records, including tenant certifications, recertifications, and compliance documentation for LIHTC, HUD, and Section 8 programs.</li><li>Provide regular updates to property owners, management, and program administrators, ensuring transparency and compliance.</li><li>Respond to emergencies and address issues promptly to maintain property standards and tenant satisfaction.</li></ul><p><br></p>
<p><strong>Qualifications</strong>:</p><ul><li><strong>Required</strong>: </li><li>Minimum of 2–3 years of relevant property management experience, including experience with LIHTC, HUD, and/or Section 8 programs.</li><li>Strong understanding of property operations, tenant relations, lease administration, and affordable housing compliance.</li><li>Excellent communication and interpersonal skills to interact with tenants, owners, vendors, and program administrators.</li><li>Proficiency with property management software (e.g., Yardi, AppFolio, or similar) and experience with affordable housing compliance software (e.g., Bostonpost, OneSite).</li><li>Knowledge of California real estate laws, fair housing regulations, LIHTC guidelines, HUD regulations, Section 8 requirements, and local ordinances in Sacramento.</li><li>Ability to work independently and manage multiple properties or tasks efficiently.</li><li>Valid driver’s license and reliable transportation for property visits.</li><li><strong>Preferred</strong>: </li><li>Bachelor’s degree in business, real estate, or a related field.</li><li>Relevant certifications (see below).</li><li>Experience managing diverse property types (e.g., multifamily, commercial, HOA) and affordable housing portfolios.</li><li>Strong financial acumen for budgeting, reporting, and managing LIHTC and HUD program finances.</li></ul><p><strong>Relevant Certifications (Preferred)</strong>:</p><ul><li><strong>Certified Property Manager (CPM®)</strong> – Offered by the Institute of Real Estate Management (IREM), demonstrating expertise in property management, financial operations, and ethical practices.</li><li><strong>Certified Apartment Manager (CAM®)</strong> – Provided by the National Apartment Association (NAA), ideal for managing residential properties, including those under LIHTC and Section 8.</li><li><strong>Accredited Residential Manager (ARM®)</strong> – From IREM, geared toward residential property managers, covering operational and financial skills.</li><li><strong>Housing Credit Certified Professional (HCCP)</strong> – Offered by the National Affordable Housing Management Association (NAHMA), this certification focuses on LIHTC compliance and management.</li><li><strong>Certified Occupancy Specialist (COS)</strong> – Provided by NAHMA, this certification demonstrates expertise in HUD and Section 8 program compliance, including tenant eligibility and recertification.</li><li><strong>Tax Credit Specialist (TCS)</strong> – Also from NAHMA, this certification emphasizes LIHTC program requirements and compliance.</li><li><strong>California Real Estate License</strong> – Issued by the California Department of Real Estate, highly desirable for leasing and sales activities.</li><li><strong>Certified Manager of Community Associations (CMCA®)</strong> – From the Community Associations Institute (CAI), valuable for managing HOAs or condominiums.</li><li><strong>LEED Green Associate or LEED AP</strong> – From the U.S. Green Building Council, for candidates experienced in sustainable property practices.</li></ul><p><br></p>
