Data Integration Developer
<p>Our client in Modesto is seeking a Data Integration Engineer to support the build-out of their BHRS data platform and modern analytics environment. This is a <strong>6‑month contract</strong> role that requires <strong>100% onsite</strong> work.</p><p> </p><p>Key Responsibilities: </p><p>•Build, test, and deploy data pipelines using Azure Data Factory, Azure</p><p>Functions, and/or custom scripts to ingest data from multiple source systems</p><p>into the BHRS data platform.</p><p>•Extend the existing SmartCare API integration to pull additional datasets and</p><p>ensure comprehensive EHR data coverage for the dashboard.</p><p>•Develop new integrations with state-level systems (BHIS, CalOMS, CSI) and</p><p>county internal systems (financial, HR/workforce, compliance tracking) using</p><p>APIs, SFTP, flat file ingestion, or database connectors as appropriate.</p><p>•Write data transformation and cleansing logic (SQL, Python, or C#) to</p><p>normalize, deduplicate, validate, and prepare source data for the analytical</p><p>data model.</p><p>•Implement error handling, logging, retry logic, and alerting for all data</p><p>pipelines to ensure reliability and rapid troubleshooting.</p><p>•Replace placeholder/dummy data in the existing dashboard with live data feeds,</p><p>validating accuracy and completeness against source systems.</p><p>•Support the Solutions Architect in implementing the data model, including table</p><p>creation, stored procedures, views, and indexing.</p><p>•Write and maintain unit tests and integration tests for data pipelines and</p><p>transformation logic.</p><p>•Document all integrations, data mappings, transformation rules, and pipeline</p><p>configurations for ongoing maintenance and knowledge transfer.</p><p> </p><p><br></p>
<p>Required Qualifications: </p><p>•4+ years of experience in data integration, data engineering, or backend</p><p>development with a focus on ETL/ELT pipelines.</p><p>•Hands-on experience with Microsoft Azure data services, particularly Azure Data</p><p>Factory and Azure SQL Database.</p><p>•Strong SQL skills including complex queries, stored procedures, views,</p><p>indexing, and performance tuning.</p><p>•Proficiency in Python or C# for scripting, data transformation, and automation</p><p>tasks.</p><p>•Experience consuming and integrating with RESTful APIs, including</p><p>authentication (OAuth, API keys), pagination, and error handling.</p><p>•Familiarity with common data exchange formats and protocols (JSON, XML, CSV,</p><p>SFTP, HL7/FHIR is a plus).</p><p>•Understanding of data quality principles: validation, deduplication,</p><p>reconciliation, and data lineage.</p><p>•Experience with version control (Git) and collaborative development workflows.</p><p>•Strong troubleshooting and debugging skills for data pipeline issues.</p><p>•U.S. citizenship or authorization to work in the United States.</p><p>Preferred Qualifications: </p><p>• Experience working in healthcare, behavioral health, or county/state government IT environments.</p><p>• Familiarity with SmartCare EHR (Streamline Healthcare Solutions) or similar behavioral health EHR platforms and their data structures.</p><p>• Knowledge of healthcare data standards such as HL7, FHIR, or X12 transactions.</p><p>• Experience with California DHCS data systems and reporting requirements (BHIS, CalOMS, CSI).</p><p>• Familiarity with HIPAA and 42 CFR Part 2 data privacy requirements.</p><p>• Experience with Power BI datasets, dataflows, or DirectQuery configurations.</p><p>• Azure certifications (e.g., Azure Data Engineer Associate, Azure Fundamentals).</p><p>• Experience with Azure DevOps for CI/CD pipelines and release management.</p>
