<p><strong>Position Overview</strong></p><p>We are seeking an experienced <strong>Solutions / Cloud Architect (FAS)</strong> to serve as a <strong>technical lead and strategic advisor</strong> supporting a major Medicaid Enterprise System (MES) initiative. This role is <strong>not hands-on engineering</strong>, but instead focuses on <strong>architecture oversight, governance, and guidance</strong> for a new Fiscal Agent Services (FAS) solution.</p><p>The architect will partner with business stakeholders, program leadership, vendors, and technical teams to ensure solutions align with <strong>Medicaid program objectives, federal and state regulations, and enterprise architecture standards</strong>.</p><p><strong>Key Responsibilities</strong></p><ul><li>Provide <strong>technical leadership and architectural oversight</strong> for the implementation of a Fiscal Agent Services (FAS) module within MES</li><li>Ensure alignment with <strong>CMS guidelines, MITA framework, interoperability standards, and modular architecture requirements</strong></li><li>Lead <strong>architecture reviews</strong> and validate solutions against enterprise standards and policies</li><li>Evaluate and guide <strong>system integrations</strong> across modules such as:</li><li>Eligibility &amp; Enrollment</li><li>Provider Services</li><li>Third-Party Liability</li><li>Pharmacy</li><li>Data Warehousing</li><li>Define and guide <strong>APIs, data exchange standards, security models, and cloud strategies</strong></li></ul>

<p><strong>Required Qualifications</strong></p><p><strong>10+ years</strong> of experience in:</p><ul><li>Solution or enterprise architecture</li><li>Cloud platforms (AWS, Azure, or equivalent)</li><li>Strong expertise in:</li><li>Architectural modeling</li><li>Data management</li><li>Security best practices</li><li>Proven ability to <strong>communicate complex technical concepts to non-technical stakeholders</strong></li><li>Experience collaborating with <strong>vendors, system integrators, and cross-functional teams</strong></li></ul><p><strong>Highly Desired Qualifications</strong></p><ul><li>Experience with <strong>large-scale healthcare or government IT systems</strong>, preferably Medicaid or MES</li><li>Strong understanding of:</li><li><strong>MITA framework</strong></li><li>Federal interoperability and modularity requirements</li><li>Knowledge of modern and legacy technologies:</li><li>Node.js, Java, Angular, React, Python</li><li>REST, JSON, XML, X12, FHIR, HTML5</li><li>Experience with:</li><li>Databases, ETL tools, and data integration</li><li>Service-Oriented Architecture (SOA) and APIs</li><li>Prior experience with:</li><li><strong>MMIS (Medicaid Management Information Systems)</strong></li><li><strong>MES (Medicaid Enterprise Systems)</strong></li></ul><p><strong>Preferred Qualifications</strong></p><ul><li>Relevant certifications (e.g., <strong>AWS Certified Architect, Azure Solutions Architect</strong>)</li><li>Experience in <strong>state government, public sector consulting, or large enterprise environments</strong></li></ul><p><br></p>
