This is a senior leadership role responsible for developing and delivering a robust, commercial, and value‑driven procurement and supply chain function, supporting complex projects across the transport, energy, and utilities sectors.</p><p>Working closely with Executive Leadership and key stakeholders across the business, this role will play a critical part in enabling safe, compliant, and cost‑effective delivery of large‑scale, regulated infrastructure programmes. </p><h3>Key Responsibilities</h3><br><br>Strategic Leadership & Governance<br><br><ul><li>Develop and deliver a comprehensive procurement and supply chain strategy aligned with overall business objectives.</li><li>Provide clear leadership, direction, and governance across the procurement and supply chain function.</li><li>Establish and maintain effective procurement policies, procedures, and controls in line with company, group, and regulatory requirements.</li><li>Act as a trusted advisor to senior leaders, offering insight on procurement strategy, market conditions, risk, and commercial opportunities.</li><li>Ensure strong governance across tendering, approvals, contract awards, and variation management.</li></ul><br><br>Commercial & Project Procurement<br><br><ul><li>Lead procurement for high‑value, complex infrastructure projects, ensuring early engagement and effective procurement planning.</li><li>Develop and maintain project procurement schedules, category strategies, and supplier engagement plans.</li><li>Support commercial teams on contract strategy, risk allocation, and supplier negotiations.</li><li>Ensure consistent, compliant tendering processes from market engagement through evaluation and award.</li><li>Drive value through optimal contract structures, frameworks, and long‑term supplier partnerships.</li></ul><br><br>Supplier & Supply Chain Management<br><br><ul><li>Develop and implement category and supplier strategies across materials, plant, subcontractors, and professional services.</li><li>Lead supplier selection, onboarding, performance management, auditing, and continuous improvement initiatives.</li><li>Build strong, collaborative relationships with critical and strategic suppliers to ensure performance, innovation, and security of supply.</li><li>Monitor and manage supply chain risk, including capacity, financial stability, market volatility, and geopolitical factors.</li><li>Lead supplier performance improvement and dispute resolution where required.</li></ul><br><br>Cost, Value & Performance<br><br><ul><li>Deliver measurable cost savings and value improvement, focusing on total cost of ownership.</li><li>Manage procurement budgets and forecasts, providing clear reporting and assurance at senior leadership level.</li><li>Develop and maintain robust KPI frameworks covering cost, risk, supplier performance, and market insight.</li></ul><br><br>Stock, Materials & Logistics<br><br><ul><li>Oversee stock management and materials planning to ensure availability, compliance, and efficient inventory levels.</li><li>Implement effective forecasting, inventory control, and supply chain optimisation practices.</li><li>Ensure logistics and supply arrangements support project delivery, safety, and operational efficiency.</li></ul><br><br>Compliance, Risk & ESG<br><br><ul><li>Ensure full legal and regulatory compliance across procurement and supply chain activities.</li><li>Embed effective risk management, with early identification and mitigation of strategic and operational risks.</li><li>Support ESG and sustainability objectives, including responsible sourcing, carbon reduction, and engagement with SMEs and local suppliers.</li></ul><br><br>People Leadership<br><br><ul><li>Lead, develop, and coach a growing procurement and supply chain team.</li><li>Build capability, define clear objectives, and foster a culture of collaboration, integrity, and continuous improvement.</li><li>Ensure appropriate training, competence, and adherence to internal management systems.</li></ul><br><br>Digitalisation & Process Optimisation<br><br><ul><li>Drive continuous improvement of procurement processes and tools, with a strong focus on digitalisation and efficiency.</li><li>Own the implementation and ongoing development of procurement and supply chain systems, including requirements definition, testing, and rollout.</li><li>Work closely with Group functions to ensure alignment with standards, governance, and best practice.</li></ul><h3>Candidate Profile</h3><ul><li>Proven senior procurement leadership experience within infrastructure, energy, utilities, transport, or similarly regulated environments.</li><li>Strong commercial acumen with experience leading complex, project‑based procurement activities.</li><li>Demonstrated ability to operate at senior leadership level while remaining hands‑on and close to delivery.</li><li>Experience driving change, governance improvement, and digital transformation within procurement functions.</li><li>Credible, collaborative leader with the ability to influence across diverse stakeholder
