New Collective Labour Agreement (CLA) for Temporary Workers
Effective 1 January 2026, a new Collective Labour Agreement (CLA or CAO in Dutch) for temporary workers will come into effect. This change will have an impact on you as a temporary worker. In this FAQ, we answer the most frequently asked questions about what this means for you and how you can prepare.
What changes for temporary workers?
From January 2026 onwards, temporary workers will be entitled to an employment package that is at least equivalent to that of permanent employees in a similar role at the client company. The pension scheme will also be significantly improved, allowing you to accrue more pension benefits and providing broader coverage in the event of death or incapacity to work.
Does this mean I will receive exactly the same employment conditions as permanent employees?
You may not receive exactly the same conditions, but the total value of your employment package (salary, allowances, vacation days, pension, etc.) must be equivalent to that of employees directly employed by the client
What if the new CLA results in worse conditions than I currently have?
In principle, all new conditions will apply from 1 January 2026, even if this results in a temporary reduction in benefits. However, a transitional arrangement applies to certain conditions, specifically holiday allowance and the number of vacation days. If these conditions would worsen from 1 January 2026, you will retain your current entitlements until 1 July 2026.
Do I need to take any action as a temporary worker?
No. As a temporary worker, you do not need to take any action yourself. The new CLA will require action from temporary employment agencies and their clients, who will implement the necessary changes. You will receive information about the specific changes that apply to you in due course.
