Responsible for or participates in a variety of budget execution processes such as the following:
a. Motivates managers to incorporate vision, strategic planning, cost/benefits analysis and quality performance management into the Court's activities.
b. Oversees the allocation and use of financial resources; identifies cost-effective methods; establishes and implement internal controls for financial systems.
c. Prepares the spending plan each fiscal year for Executive Officer approval which supports the requested apportionments from the Office of Management and Budget.
d. Performs constant liaison with the Office of Management and Budget concerning budget execution matters.
e. Collects and analyzes data for responses to inquiries concerning the Courts' budget and for required budgetary reporting.
f. Analyzes the need for and recommending reprogramming and reapportionment actions to the Executive Officer for approval.
g. Reviews personnel actions, ADP print outs and payroll runs to assure that the automatic summarization of salary and benefit cost data is proper and being reported under the appropriate Court accounting classification, unit payroll code and type of employment code.
h. Determines that funds are distributed, expenditures controlled, and results of operations and expenditures are recorded, evaluated and reported to management.
i. Analyzes internal statements to forecast fund availability at the object class level which in turn is used in recommending reprogrammings and in some instances reapportionments.
j. Provides various budget analyses to Court Officials as well as Division Heads pertaining to their individual Division budgets.
k. On an as needed basis, establishes new account designations in the GSA system.
Comprehensive knowledge and understanding of the Court and Federal budget process, including knowledge of the Congressional budget process; and thorough and detailed understanding of OMB policies, directives, and regulations.
Knowledge of the Courts' mission, programs, and legislative history to recommend budgetary policies to implement goals.
A high degree of skill in analyzing and comparing cost- benefit rations of alternative budget and program actions, to determine cost- benefit trade-offs.
Knowledge of the Courts’ budgetary and program goals and objectives to determine how they affect and are affected by programs and budgets of other Federal and District of Columbia government agencies.
Extensive knowledge of all phases of the Federal budget process to formulate budget estimates in both Zero Base Budget (ZBB) and conventional line- item format.
Extensive knowledge of the Congressional budget process and strategies of budget presentation to develop and consolidate or edit budget justifications and reports which will be accepted by OMB.
A high degree of skill in analyzing program- budgetary relationships to relate multi-year program grants administered by the organization to the planning, estimation, and modification of supporting multi- year appropriated fund budget estimates.
Skill in interpreting complex legislative and regulatory policy guidance to determine the effects on the Courts' budget and programs, provide advice and guidance to management personnel, and make adjustments in allotments to affected programs and activities.
